to tell him that he should not make any attempt to obtain

forcible possession of the office without our consent, as

that would only make trouble. He asked me in the course

of the conversation if the application for the consent of this

Government was a purely formal matter. I said it was not,

and I reminded him that this Government had always

requested that a commercial man with a knowledge of business

should be appointed as Superintendent. In conclusion, I

told him that I was not in a position to take action in the

matter at the presentmoment, pending receipt of a reply

from the Minister.
